|Chapter 1 General
This rule is aimed to make a contribution to academic
development by stipulating all research-related principles
and standards provided that the Korean Institute of Power
Electronics (hereafter referred to as ¡®the KIPE¡¯)-related
research does not disturb human dignity and value and
impair public interests and ethics.
(Subject and Scope)
This rule shall be applied to all people who contribute
a paper to the KIPE and get financial support (labor cost)
through the KIPE.
¨ç Authors shall NOT steal ideas of others, in whole or
in part by using them directly or modifying them superficially.
¨è Authors shall reveal the source of the ideas in the
form of footnotes or references. Besides, the authors
shall NOT use ideas learned from research proposals and
manuscripts for paper review in their own research.
¨é Authors shall NOT copy, modify or manipulate in part
or in whole the materials by some else such as the texts,
equations, figures, tables, photos without mentioning
the original authors of the materials.
¨ê Authors shall NOT contribute the papers they have already
published without mentioning their existence and try to
publish them as new papers either.
¨ë If there is a possibility of unfair practice in accordance
with Paragraphs 1 through 4 of this article, it shall
be asked to the KIPE by fax, e-mail or other reasonable
¨ì If unfair practice in accordance with Paragraphs 1 through
4 of this article is found suspicious, a member of the
KIPE shall report it to the KIPE in a reasonable manner.
(Allocation of Contribution)
¨ç The authors published on the paper shall fully understand
the detail with responsibility. Those who haven¡¯t made
any contribution to the publication shall NOT have the
¨è Co-researchers and those who have involved in publications
both directly and indirectly shall be properly compensated
in accordance with the method mentioned in a paper.
(Guidelines of Other Organizations)
¨ç Researchers should be very aware of legal restrictions
on their research activities.
¨è The KIPE may request researchers to follow the research
guidelines proposed by a client or related organization
in addition to the Code of Ethics for Research.
|Chapter 2 Organization
and Operation of Research Ethics Committee
¨ç To review the matters associated with research ethics,
the KIPE shall have the Research Ethics Committee (hereinafter
¡®the Committee¡¯) under its control.
¨è The members of the Committee shall be composed of less
¨é The Chairman shall be appointed by the incumbent president
from among the former presidents. Vice president of editing,
Editor-in-Chief, Conference Chair, JPE editorial director
are ex officio members of the committee and the remaining
members shall be appointed by the President upon recommendation
by the Chairman and approval of the Board of Directors.
Secretary of the Committee shall be appointed by the Chairman.
¨ê The term of the Committee Chairman is two years. The
term of the Committee members is one year and may be renewed.
(Operation of the Committee)
¨ç The Committee shall be convened by Chairmanfour weeks
after receipt of the research misconduct.
¨è The Committee shall be validly constituted when attended
by the majority of its members, and the agenda shall be
resolved by the majority of the members present. If the
for-against votes are tied, a decision shall be made by
the chairman. However, the chairman¡¯s presence shall be
valid as attendance in constitution of the Committee,
but it has no voting rights.
¨é The members who have engaged in a research project which
is under the review of the Committee shall NOT be qualified
for the review associated with the project.
¨ê The Committee shall give the members to be reviewed
enough chance to express their opinion.
¨ë The Committee members shall keep the matters associated
with the review confidential.
¨ì The Committee meeting-related records including minutes
shall NOT be disclosed in principle.
¨í The results of the decision shall be reported to the
next Board of Directors
8 (Functions of the Committee)
The Committee shall review the followings:
- Matters associated with the code of ethics proposed
regarding the KIPE-related documents such as a paper,
proposal and report
- Matters associated with the code of ethics and
education regarding research & technology development
- Matters accused with good faith regarding the honesty
of the KIPE-related researches
- Investigation on unfair act in the KIPE-related
- Matters on the code of ethics submitted for discussion
by senior researcher or research manager regarding
the KIPE-related researches
- Other matters associated with the code of ethics
for research submitted by the chairman for discussion
9 (Handling of Unfair Practice)
¨ç If an unfair act is reported during the KIPE-related
research, the Committee shall properly investigate and
handle the case.
¨è The investigation on the unfair practice shall be
kept confidential without causing any harm to the KIPE
¨é Those who have been on suspicion of the unfair practice
shall have a right to reject the result of the investigation
conducted by the Committee. The Committee shall properly
guarantee this right.
¨ê The Committee shall make out the entire review process
in documents and keep them at the KIPE for five (5)
years after getting signature on the letter of decision
from all review committee members.
¨ë If necessary, the Committee shall summon a person
who is on suspicion on the unfair practice and give
him/her a chance to defend himself/herself.
¨ì If the unfair practice is confirmed according to the
result of the investigation, it could be officially
announced, and the following corrective actions could
be taken. A decision on this action shall be made by
the resolution of the Board of the Directors:
¨í If it is confirmed that there has been no unfair practice
according to the investigation, the Committee shall take
a proper action to help the accused or a person who has
been on suspicion restore their honor.
- Send the author of the unfair practice the KIPE¡¯s
official warning letter.
- Cancel publication of the related paper
- Prohibit the author from submitting papers for
the next threeyears
- Notify the unfair act to the institution in which
the author is involved.
- Accuse the author to law enforcement agencies.
(Amendment of the Code of Ethics for Research)
The Code of Ethics for Research shall be amended in accordance
with the revision procedure of the KIPE. If the Code of
Ethics is revised, it shall be regarded that the members
who have vowed to observe the current rules have also
agreed to follow the new rules.
